Balboa Reservoir Phase One Puts 288 Homes on the Corridor

Building E carries 128 affordable homes at 11 Frida Kahlo Way and Block A carries 159. The city's loan committee record sets vertical construction from October 2025, a temporary certificate of occupancy in October 2027 and full lease-up in April 2028.

The phase one count

The first phase at Balboa Reservoir adds 288 homes beside City College of San Francisco. San Francisco YIMBY published that figure on 6 September 2026.

Two affordable buildings make up the phase. Block A holds 159 homes. Block E holds 128 homes. Both sit under construction on the former reservoir land.

The city's own housing record describes a 17-acre site. The San Francisco Public Utilities Commission owned the land. BRIDGE Housing owns it now. It serves as a surface parking lot.

The schedule on the city record

The city's affordable housing loan committee evaluated Building E on 4 April 2025. The record carries the schedule the sponsor gave the committee. Construction financing closes by 30 June 2025. Vertical construction starts in October 2025. A temporary certificate of occupancy lands in October 2027. Full lease-up finishes in April 2028.

That is a 24-month vertical build with a six-month lease-up tail. Building E holds 128 family units across seven storeys. The frame runs Type III over a Type I podium. The general contractor is Nibbi and Pilot JV.

The committee committed up to $46,574,009 in final gap financing. Total development cost reads $151,638,485. That is $1,184,676 a home.

The infrastructure package

The infrastructure work is the item to track month by month. Building E carries $20 million in Infill Infrastructure Grant funds for that work. The state set a disbursement deadline of 30 June 2028. The deadline was originally 30 June 2025.

Building A depends on that work. The city record states Building A needs the infrastructure in place before construction can start. Building A also holds $45.7 million in Affordable Housing and Sustainable Communities funds from September 2023.

The city's infrastructure loan carries a repayment tail. The anticipated repayment fell from up to $35 million to a maximum of $6.8 million. The record attributes the fall to a shift in funding allocations across Buildings E and A.

What a two-year window does to supply

A 2027 handover places Building E's homes on the corridor more than two years after the September 2026 permit wave. Block A and Block E together add 287 homes. YIMBY puts the first phase at 288 homes.

The three market-rate and mixed-use buildings filed in September 2026 carry no published construction window. The city record gives no completion date for them.

Half the 1,100-home master plan is designated affordable, on the city's own account of the 2017 proposal. That proposal also carried approximately 4.2 acres of parks and open space, a childcare centre and parking shared with the City College community.

Lodging on the corridor

Mapped lodging is thin at this address. An OpenStreetMap query over the box from 37.700 to 37.745 north and 122.480 to 122.430 west returns one lodging entry. That entry is the Mission Inn San Francisco, a motel on Mission Street about 1.12 miles away on a straight-line measure.

The Hotel Castro at 4230 18th Street sits about 2.50 miles away. Balboa Park station on Geneva Avenue sits about 0.47 miles from 11 Frida Kahlo Way. The City College Ocean campus sits about 0.16 miles from the same point.

A build of this length draws crews, inspectors and project staff into that ring. The two buildings under construction carry the demand through 2028.

What to confirm

The loan committee record is an evaluation of an anticipated schedule. The sponsor set the dates. Confirm the current schedule with the contractor before a rate is agreed.
