The keys that never arrived
Eleven Park was to anchor a district of more than $1 billion on the White River. The programme reported by Building Excellence in September 2023 carried a 300-key full-service hotel and a 150-key boutique hotel. The 450 keys never entered a pipeline count.
Wikipedia records that construction of the stadium is in doubt as of January 2026, after the City of Indianapolis withdrew its financial support. No source records either hotel as under construction, permitted or branded. The keys sit in a programme list.
A day-use seller reads that absence directly. No new Downtown keys means no new daytime inventory on this corridor.
The rest of the Downtown pipeline
The Indianapolis market kept adding rooms while the district on the river stalled. Bradford Allen published the market position on 19 March 2026. Its pipeline at mid-year 2025 held more than 1,500 rooms under construction, 3,402 rooms in final planning and 3,220 rooms proposed.
Visit Indy lists the delivery set. A 167-key Kimpton in the Odd Fellows building arrives in 2027 and a 116-room Motto in the King Cole Building in 2026. The 803-room Signia Hilton Indianapolis is anticipated for December 2026 beside a $710 million, 143,500-square-foot convention center expansion that includes a 50,000-square-foot ballroom. A 176-room Ritz-Carlton and a 378-room Renaissance are listed for 2028, and a 253-room Westin at Indianapolis International Airport for 2027. Visit Indy counts $3 billion in new tourism-related projects across the city.
The Visit Indy entries carry room counts and opening years. They carry no hourly rate, no daytime window and no day-use inventory line.
The demand base the district was priced against
Bradford Allen cites CoStar for 8.1 million room nights of demand in the 12 months to mid-year 2025, more than 580,000 above the market's pre-COVID peak. A Downtown Indy Alliance snapshot, cited by Bradford Allen and sourced to CoStar and STR, puts downtown occupancy at 64.7 percent against a U.S. average of 62.4 percent, revenue per available room at $135.20 and average daily rate at $209.11.
Those figures belong to the convention and event base. A 20,000-seat stadium and a 4,000-seat indoor venue would have added dated compression on top of it. Neither sits on a calendar today.
The ring of existing supply
Straight-line distances from the Eleven Park coordinate, computed on OpenStreetMap and read on 24 September 2026, place Victory Field 324 metres away, the JW Marriott Indianapolis 528 metres, the Indiana Convention Center 530 metres, Lucas Oil Stadium 621 metres, the Elanco headquarters 792 metres and the Indianapolis Zoo 1,029 metres.
Those generators already have hotels serving them. The venue footer publishes 7,100 hotel rooms in downtown Indianapolis and 4,700 of them connected to the Convention Center by skywalks. The Facility Guide on the same host publishes 4,717 connected of 7,200 total rooms. One publisher, two counts.
What a day-use operator can price
Dayuse publishes an average day-room price of $87.43 in Indianapolis, with up to 75 percent off an overnight stay, free cancellation until the last minute and payment at the hotel. Engine publishes an Indianapolis par rate of $128 a night across 1.2 million public rate observations from May 2024 to April 2026. Its month table puts January at $114 and February at $107. Engine states those are the cheapest publicly posted prices at the time of each search and not negotiated or booked rates.
hotelSlots.org sells rooms in four slots on its home page: morning 6AM-12PM, afternoon 12PM-6PM, evening 6PM-12AM and overnight 12AM-6AM. Its day-use page puts its rates at 40 to 60 percent below an overnight stay, and its home page puts them at 30 to 75 percent. The platform states no booking fee.
The series a developer would need to price
No source publishes a rate, occupancy or room-night projection for the district, a hotel operator or brand, the entity holding the hotel entitlement, a construction start, or a stadium start date. The current standing of the Eleven Park taxing district and the outcome of the city's 2024 purchase offer are unpublished.
A developer weighing this corridor should price the market on the convention and event base. Ask the Capital Improvement Board and Keystone Group for the hotel entitlement status, the current stadium schedule and the disposition of the 23.5 acres.
