The Fountain Square Area Drainage Improvements Project carries the number SD-32-014 and an estimated construction cost of $14 million. The city's fact sheet lists the status as final design and the anticipated construction window as the first quarter of 2026 to the second quarter of 2027.
The work rebuilds drainage under a commercial corridor one and a half miles southeast of downtown Indianapolis. It matters to a day-use seller for two reasons. The corridor carries bookable daytime inventory, and the district's room base moves on the same delivery calendar as the rest of the city.
What the money buys in the ground
The scope is a new trunk line separate storm sewer along Shelby Street from Pleasant Run Creek in the south to Woodlawn Avenue in the north. The city sized it for future connections from adjacent blocks now served by a combined sewer system. Stormwater on Shelby Street drains to a bioretention system, and one block of Woodlawn Avenue between Virginia Avenue and Leonard Street is repaved.
What the corridor carries while the work runs
The Fountain Fletcher District Association keeps a weekly project log. Its 21 August 2026 update records Shelby Street open to traffic between Sanders Street and Pleasant Run Parkway North Drive, with no parking on Shelby Street inside the project limits.
The same update records the intersection closures at Shelby Street and Morris Street and at Shelby Street and Prospect Street still in place. Prospect Street is closed at the Virginia Avenue and Shelby Street intersection, and a driver cannot reach Shelby Street from Prospect Street. Woodlawn Avenue was restricted to local traffic between Virginia Avenue and Shelby Street from 24 August 2026. The log lists Cottage Avenue and Olive Street completed.

The nightly rate behind the discount
Engine publishes an average nightly rate of $128 in Indianapolis across 1.2 million public rate observations from May 2024 to April 2026. Its month table reads $114 in January, $107 in February and $158 in May, a 32 percent swing across the year. The district's own daytime inventory
The Fountain Square Theatre Building at 1105 Prospect Street opened in 1928 and holds the Fountainview Inn, an eleven-room boutique hotel with private baths and kitchenettes. The building's own venue inventory takes daytime bookings: Atomic Bowl rents seven duckpin lanes with the cafe seating on exclusive use, Action Bowl holds eight lanes and seats 110 guests, the Imbibe lobby bar and game room opens at 11 a.m. seven days a week, and the Rooftop Garden opens at 6 p.m. and runs until 1 a.m. on Fridays and Saturdays.

The market the shelf prices against
Bradford Allen published the Downtown Indy Alliance snapshot in March 2026, citing CoStar and STR. Downtown occupancy averaged 64.7 percent against a U.S. average of 62.4 percent, ADR averaged $209.11 for a 12 percent year-over-year rise, and RevPAR was $135.20, up 13 percent. The market recorded 8.1 million room nights in the twelve months to mid-2025, more than 580,000 above the pre-COVID peak, and the pipeline at mid-year carried more than 1,500 rooms under construction, 3,402 in final planning and 3,220 proposed.
The venue footer counts 7,100 hotel rooms in downtown Indianapolis and 4,700 connected to the convention center by skywalk. The venue's facility guide counts 4,570 committable group rooms downtown.
What the record leaves unpublished
The record states the total cost and the two phases. It carries no per-district capital allocation, so the $14 million cannot be read against what the city has committed to other commercial corridors in the same budget cycle. It carries no business-support line, no vehicle counts, no corridor revenue series and no per-block reopening schedule.
Those series would turn a spending figure into a spending trend. The day-use shelf reads the district's inventory today, and the pipeline sets when new rooms reach it.
