Market Pulse: 2 World Trade Center Starts a Five-Year Build in Lower Manhattan

Turner broke ground July 9, 2026 on the 55-story tower at 200 Greenwich Street. The build runs to a 2031 target, and the district it enters ran 86 percent occupancy in the first quarter of 2026.

A Five-Year Build Enters the District Pipeline

Turner Construction broke ground July 9, 2026 on 2 World Trade Center in Lower Manhattan. The office of Gov. Kathy Hochul announced the date, and Turner confirmed it to Construction Dive. The 2031 completion is a target. The build runs five calendar years from the groundbreaking to that target.

The tower sits at 200 Greenwich Street. American Express will occupy it as its global headquarters. Silverstein Properties is the developer. Foster + Partners is the design architect. The Port Authority of New York and New Jersey owns the land and holds the ground lease.

The asset takes a defined shape. It reaches 55 stories and 1,226 feet. It measures nearly 2 million square feet. It holds capacity for up to 10,000 people across flexible workspaces. Officials did not disclose the total project cost.

The Occupancy the Build Meets

Lower Manhattan hotels carry strong demand into this build. The Downtown Alliance reported Q1 2026 occupancy of 86 percent. That figure set a Q1 record and ran 9 percent above Q1 2025. The district average daily rate for the quarter reached $332, the highest Q1 rate on record.

The same report counted 7,928 hotel rooms across 41 hotels open south of Chambers Street. Two hotels holding 346 rooms sit under construction. The district total including that pipeline reaches 8,274 rooms across 43 properties. The district reported 10.3 million unique visitors in 2025.

Two Demand Streams on Two Timelines

The first stream runs with the build. Union labor will complete the shell, the core and the core interior work. The project announcement estimates more than 2,000 union construction jobs and 3,200 total jobs across New York City. It also estimates $5.9 billion to the city economy and $6.3 billion to the state economy. The phase timeline behind crew lodging demand is not public.

The second stream arrives at completion. The building holds capacity for up to 10,000 people. American Express will move its headquarters from 200 Vesey Street, where it has based operations since 1986.

Three demand sources sit around the site. Construction crews run through 2031. An office population arrives at completion. Leisure visitors come to the memorial, the museum and the performing arts center.

Supply Already Rising Nearby

The district pipeline holds two properties. The Ned Hotel at the American Stock Exchange, 123 Greenwich Street, carries 174 rooms. The Platt Street Hotel, 7 Platt Street, carries 172 rooms. Both sit under construction. The Downtown Alliance inventory lists no opening year for either.

Three district hotels carry meeting space. New York Marriott Downtown at 85 West Street holds 515 rooms and 12,000 square feet. The Wagner Hotel at the Battery at 2 West Street holds 298 rooms and 12,956 square feet. Conrad New York Downtown at 102 North End Avenue holds 463 rooms and 17,571 square feet.

Four Seasons New York Downtown at 27 Barclay Street holds 189 rooms. Silverstein Properties owns that property. The developer holds a position inside the room supply its own build will affect.

Dates to Track

Hold the 2031 completion figure as a target. Turner published it as an expectation.

Watch the two hotels under construction. Their opening dates set the next supply step in the district.

Watch transit access. The PATH World Trade Center station recorded 14,216,591 passengers in 2025 and ranked first among the system's 13 stations. Westfield World Trade Center holds 365,000 square feet of retail above the station.

The published record leaves the total project cost, the construction workforce count by phase, the fit-out schedule and the American Express occupancy date unstated.
