A Bond-Funded Arts Building Sets a 2028 Date for Ingleside Demand

City College of San Francisco broke ground on the Diego Rivera Performing Arts Center in January 2026, on a $181 million bond budget and a $155 million contract, with completion set for 2028. The build adds midweek trade demand near Ocean Avenue, and the published record carries no season, ticket price or event calendar for the hall.

The Project and Its Money

City College of San Francisco broke ground on the Diego Rivera Performing Arts Center on 22 January 2026. Mayor Daniel Lurie and Chancellor Kimberlee Messina attended. The college funds the building from a 2020 bond measure, with a published budget of $181 million.

Rudolph and Sletten, a Tutor Perini subsidiary, holds the construction contract at $155 million. Tutor Perini announced the award on 17 December 2025. The contractor and the college both point to a 2028 finish.

The building sits at 50 Frida Kahlo Way, on the Ocean Campus in the Ingleside district.

What the Design Fixes

LMN Architects leads the design and TEF Design is executive architect. The project record lists 77,000 square feet and three performance venues: a 600-seat hall, a 150-seat studio theatre and a 100-seat recital hall. Three concrete volumes sit behind a lobby that faces Frida Kahlo Way and holds Diego Rivera's Pan American Unity mural. The design targets LEED New Construction Gold.

The Construction Window

The build runs to a 2028 handover. Trades, inspectors and college staff work the site through that window. No published document carries a crew count, a contractor lodging contract or a phase calendar, so the room-night volume from the build stays unquantified.

Two effects arrive without a model. Crews take midweek rooms near the site. Site traffic on Frida Kahlo Way and the surrounding streets changes arrival times for any property that runs a shuttle or a set-down.

What Opening Adds to the Calendar

The 600-seat hall caps attendance for one evening at 600 people on one address. The 150-seat studio and the 100-seat recital hall carry smaller audiences at higher frequency. The college publishes no season, no ticket price, no public access hour and no event calendar, so the weekend figure has no numerator yet.

The mural lobby gives the building a daytime visitor function on days with no performance. The design record describes the front entrance doubling as an exhibit hall for the mural.

The Nearest Lodging

OpenStreetMap carries five lodging records inside four kilometres of the campus centre, read on 20 October 2026. Mission Inn San Francisco is nearest at 1,645 metres, tagged as a motel. Alpine Inn on Carter Street sits at 2,985 metres. A hostel and Noe's Nest, a guest house on Guerrero Street, sit at 3,724 and 3,731 metres. Royal Palace Inn Motel sits at 3,887 metres.

These are straight-line distances from 37.7258089, -122.4503853, so walking times need their own measurement. Read five as a floor, because OpenStreetMap tagging is incomplete.

The Measurement Gap in This District

No published occupancy, average daily rate or RevPAR series covers Ocean Avenue or the Ingleside district. A citywide aggregate spans the whole city, and this district sits inside it.

An analyst who wants a baseline builds one. Monthly rate and availability captures for the addresses above produce a series that responds to construction traffic, and later to event dates.

What to Underwrite Now

Three dated facts can enter a model today. The bond budget and the contract are committed. Groundbreaking happened on 22 January 2026. Completion lands in 2028 on two published statements.

Four facts stay open. The event calendar, the ticket price, the access policy and the rental terms are unpublished. Hold the event calendar as the trigger for any rate change. Quote a 2029 weekend against a published season.
