The block under construction
Indianapolis is rebuilding Charles L. Whistler Memorial Plaza on the City Market block at 222 E. Market St. The work is phase one of the block programme. Department of Metropolitan Development director Megan Vukusich put the plaza finish at the end of 2027 in a 17 June 2026 update. Merritt Chase, the designer, dates the finished plaza to fall 2027 in a release dated 18 July 2026.
The plan carries seating, green space, a walkway through Wabash Alley and twenty trees for shade. It exposes the brick columns and arches of the Tomlinson Hall basement, the structure the city calls the catacombs. WISH-TV reports the structure holds no crypts and no human remains.
A day-use slot sells a few hours of a room-day whose payroll, utilities and front-desk cost are committed already. The plaza changes where a guest spends the middle of the day. It adds no rooms.

The hours the market building used to carry
The City Market building opened in the 1800s as the city's farmers' market, per WISH-TV. It closed in March 2024. The building carries no reopening date. Board chair Craig Mince told the Indianapolis Business Journal that a 2028 reopening is no longer feasible, according to IndyStar. Vukusich told IndyStar that a reopening date is "too early to tell." WISH-TV reports phase two discussions are ongoing.

The kerb and the drop-off
Above-ground work closes parking spaces along Delaware and Market streets next to the site, per WISH-TV. The report carries no end date for that closure. A day-use guest arrives by car or by rideshare. The drop-off point moves with the fence.

Dayuse puts the Indianapolis day-room average at $87.43 on its city page. That figure is an average across the operator's own listings. A day-use stay runs six to eight hours, per hotelSlots, and the brand publishes four windows: morning 6 a.m. to noon, afternoon noon to 6 p.m., evening 6 p.m. to midnight and overnight midnight to 6 a.m.
What to price through 2027
Two dates sit on this block. The plaza finishes at the end of 2027. The market building carries none. Day-use inventory within 300 m keeps selling the same slots while the fence stands, and its guests walk past a construction site in place of a market hall.
Three items would settle the read. A reopening window for the market building. A named operator for the market hall. An end date for the Delaware and Market street closure.
